This study analyzes the evolution of Russian–Libyan relations from 1955 to 2025 by examining their historical development and political, military, and economic dimensions, as well as the domestic, regional, and international factors that have shaped bilateral relations. The study adopts both the historical and analytical approaches to explain the evolution of cooperation and assess its strategic implications.
The findings reveal that Russian–Libyan relations have passed through several distinct phases. Diplomatic relations were established in 1955, followed by a significant expansion after Muammar Gaddafi assumed power in 1969. Relations declined during the 1990s, because of the collapse of the Soviet Union and the international sanctions on Libya, before gradually recovering in the early 2000s, and entering a new phase after 2011 marked by increasing Russian presence in Libya.
The study concludes that Libya occupies a pivotal geopolitical position in Russia's strategy toward North Africa. It argues that the future of Russian–Libyan relations will depend on political and security developments within Libya, as well as on the evolving regional and international balance of power.
